I have an Apple 56K Modem on my system and I'm trying to see if a windows program that "dials out" can talk to it. Unfortunately, I don't have any program on XP other than this program that connects to a terminal line, unless there's something like UNIX tip or cu on XP.

A long time ago, one of the speed tips on Windows systems was to install multiple hard drives. Putting the virtual memory swap file on one hard drive and the rest of the operating system on another could make a big difference.
