Just got handed a 6400/200 which has a messed up verion of 8.6 on it. It hesitates real bad. I have seen articles on how to speed up the cpu but nothing about putting in a faster hd. Is this possible?

I was given two Powermacs. A 5200cd and a 5500/225. Both are supposed to work. One has no hard drive and the other has a "bad" 1.6 Quantum ide hd. When I push the on switch, there is a sound, then a few second later a click, then nothing. Any ideas as to where to start looking?
