The last few times I've used Disk U. to repair permissions it displays
no necessary repairs.  That never used to happen.  Has there been a
change in how Tiger handles this?

As per the title. See netstat output below, which is confirmed by nmap

I can (and do) turn the firewall on, but that's the dirty approach

Please can someone help?
I am completely new to macs, but am experienced ibm pc user.
I tried to change the TCP/IP settings and the computer hung and now the file
is locked and I don't know how to undo it.

My dad has a beige G3 Desktop (266MHz), with Mac OS 9.2.2 installed,
768 MB RAM installed, 6 MB of video RAM (ATI Rage Pro chip on the logic board).
Also an OrangePCfx! card installed in one of the PCI slots.
The internal IDE hard drive is the stock Western Digital 4 GB drive which

Just ordered mine for $98, it comes on a DVD.
Beware the Micromat stupid website, it is easy to get your order
screwed up there.

Is there such a things as a hosts file in OS X?
In OS's 9.2.2 and below there were host files which you could edit. I
used them to prevent the computer from accessing undesireable web sites,
like "ad.doubleclick.net" Other examples follow:
