Layout Designer uses a completely different internal structure. If it will
save its files as RTF, you will be able to open that it Word, but the result
may be very difficult to work with.
You can scan files to your hard disk. They arrive as a picture, which you
could insert in Word. However to be able to work on it in Word you would
need to use an Optical Character Recognition program to turn it into text.
This would make such a horrible mess of a proposal format it would not be
worth doing.
Most proposals are already IN Word format. Ask them for the original :-)
