Yes.  The problem is that the document is corrupt.

Sadly, the only way to "decorrupt" it involves removing the section breaks.
Which immediately makes it "Not a Notebook Document".

The Notebook View is rather unstable.  I would not use it for a document
over 20 pages.

Instead, I would delete all the section breaks, then go into Print Layout or
Draft view and display the Navigation Pane.

Set the drop-down to show you the Document Map.

You will get faster, easier navigation, and the document won't crash so
often.

For really serious documents, learn to use Outline View.  In documents over
100 pages, it really comes into its own as the most powerful editing tool
there is.
