I created a document using Word 2004 for Mac. Though I have also
created a second doc with no problems of compatibilty, the doc with
photos will not open successfully in MS Word 2003. What can I do to
open the Word for Mac file on my PC?

Is it simply the photos that never made it across?
Word is fairly hopeless at cross-platform piccies.
There are so many phase-of-moon dependencies.
PICT is perma no-go.
JPG on a sunny day.
TIFF almost always OK at *vast* file sizes
PNG when the moon is 1/4 full and Mars is in ascendancy.
..and that's before you start on moving pictures the other way.
You also need to make sure that the pics are included in the do
Print to PDF and send 'em that in the meantime.
Also consider whether you linked the pictures and if yes, whether they
were included with the file.
So do start with telling us what really went wrong. The file formats
are supposed to be the same, and it is supposed to work. Getting the
picture formats correct is a little more challenging.
