renumbering footnotes

I am writing a dissertation and my footnotes are not renumbering after
a delete one.  Instead, they are staggered, going from, say, footnote
17 to footnote 19.

 Can anyone help me get this back to normal?

Are you Tracking Changes?  Footnote numbering will sort itself out after all
changes have been Accepted.

If that isn't the case, more information, please.

Which version of Word and OS?
Was the document originally created in Word?
Are you sure all the footnotes were created with Word's footnote feature
(Insert | Footnote), not manually or as cross-references?
Does the document have section breaks?
