In word, last page of a chapter is only half a page long. I insert
page break after the last line. When printed, program inserts blank
lines at beginning, end and between paragraphs to fill up whole page.

Format->Document->Layout->Vertical Alignment
All of London to a burnt match, you have it set to "Justified".
"Top" would better meet your needs.
If, for any reason you want vertical justification elsewhere, fiddle
with "Apply to:" on the same dialog as needed.
