Positioning Callouts, or labeling images

All,

I have to write a document that is broken into 2 sections:

1. Image / Wireframes
2. Detailed descriptions

On Word 2003, I could use callouts to number the areas of interest in the images and wireframes, and then in the second section I could elaborate on what those items were.

However, in Word 2008, whenever I add a callout, and try to position it next to the image/wireframe, the graphic moves - the wireframe context (text/graphics) moves - and the callout line end refuses to rest on top of the other object.

Does anyone have any ideas how to accomplish this, maybe using a different means?

Of course as soon as I post this, I figure it out ;)

I had to change the formatting of the callout to be "in front of text", and now all works well.
