Is there any way to lock only part of a document so that there is a consistent section that can not be formated or edited but so the body of text can be changed?

Yes, you can do so but you need to create Section Breaks in the document
first. When you apply Protection (Tools> Protect Document) to the document
you then can exempt any sections from being protected by clicking the
Sections button that will be active in the Protect Document dialog. See Word
Help on Section Breaks if you're not familiar with using them. In all
probability, Continuous Section Breaks are what you need.
