I am new to this and just can not figure out how to "dub" (I think is the
term) new audio to replace existing audio on a video downloaded into Windows
Movie Maker.
Or let's say I record a video and could care less about the sound that is
recorded with it and want to repalce that sound with music I select.
I can not find a very simplistic 1,2,3 list of steps to accomplish this.
Thanks!

It's simpler than you think, once you know how.
On the timeline are 2 tracks, the video and the audio track.
Select the whole audio track by clicking on it once.
Press <delete> key. Now find another audio track in the moviemaker
assets folder, eg an MP3 or WMA file.
Drag that onto the audio timeline. If it's not long enough for the
video, you can drag another track therer (either before or after it)
and adjust the duration by dragging its end point to the left.

Hum.....
you might want to repost your question in one of the regular Windows
Movie Maker groups since this is the group for the Mac version of WMP...
