I can't open/install it either. I downloaded it and the icon appears on my
desktop. Then when it prompts me to choose an application, i choose stuffit
expander and 'open' but then it tells me 'the file does not appear to be
compressed or encoded' and it can't open it.
Can you let me know what you did?

Either you have an old version of Stuffit Expander and you need to
update it (11 for Tiger and 10.something for previous versions), or the
file is corrupted and you need to re-download it.
On the other hand, as I previously mentioned in numerous threads, unless
you need to access a file that's using DRM 1.5 or less, you'd be much
better of with the QuickTime codecs for WMV instead...
