Media player buffering

Media Player will not allow me to change the network buffering to the
recommended setting- it is set at 3 sec and the area is grayed out.
How do I get this area live - so I can change the setting
I am using XP - IE and media player 10 - I do not currently want to use
player 11 - I have tried it and 10 corks better with the videos I am viewing

all videos are from a news service - they have been tested and are good

my videos buffer every 3- 13 seconds - not fun for a 2-6 minute video.
