I keep getting a message that it is locked, but the applicationn "Get
Info" says it isn't.  This hasn't happened before, does anyone have any
ideas?

Ctrl-click the app and go to "show package contents."  Look inside for
anything that has a lock on it.  Just start deleting anything you can
one at a time and when you can't delete something, go to "get info" for
that item and unlock it.  A bit of a hassle, but it should be effective!

I just experienced this same problem. Everytime I attempted to empty out my
trash can, I would receive a bunch of error messages stating x, y, & z are
locked. After much frustration, I decided to use disc utility (under the
utilities folder in my applications folder) and selected repair disc
permissions. After it was complete, I was able to empty out my trash can!
Hope this helps....

Holding down the alt-key as you empty the trash from the Dock is really
the easiest way to go to force-delete the trashed items...
