I am using a Mac powerbook with extended display capabilities. I am
wondering if it is possible for PC programs to use extended display
through Virtual PC. I am using Virtual PC 7.

Not until MS adds a virtual graphics adapter to Virtual PC that allows a
single instance of Windows, etc to span two VPC windows. The display
that the OS running in emulation writes to is just a window of an
application running on a Mac. Of course, you can move that window to a
second display connected to your Mac, or you can mirror your displays so
that the same VPC window appears on both. But for now, it's one window
per OS.
