Virtual PC for Mac Conflict

I've been trying to load VPC for Mac with Windows XP Pro.  It crashes and I
get a crash report, but it says that VPC has been installed successfully.  So
I restaart the computer and then start VPC/Windows XP and get the following
message:  

Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll.

There is no way for me to reload just this so I have to uninstall everything
and start over.  The results are the same.

I am not pleased.  Of course no help from Microsoft unless I pay.  A brand
new piece of software and I have to pay more.

I am operating a G-4 dual 1.25.  My system software is 10.3.6 (Could the
conflict be here?)

Can anyone help or suggest things to try?

Microsoft can be reached at 1-800-936-5700.  If it's an installation
problem, they'll help you until you get it working. I was pleasantly
surprised when they were very helpful when I had problems with the
software I was trying to run with VPC. Tell them it's an installation
problem and there is no charge.
