There are 2 things I'd like it to do.
One, I want it to let me install an application on Windows XP whose
installation program stalls if it detects it is being run on any Windows NT
variant rather than Win9x.
Two, and I am skeptical this is possible, I want it to let me install and
run a PCI card that will work with Windows 98 but not with Windows XP. The
problem is that I imagine Windows XP would detect that PCI card every time I
reboot.
Will Virtual PC let me do these things? I realize there is a long trial
period but learning to use new software always takes time.

It will perform exactly like a physical machine. If you can't install
an app on a real XP system, you won't be able to do on XP in VPC
either. If you're going to install Windows 98 in VPC, then you should
be able to install the program.

No. VPC does not access the host PCI slots. Its a complelely
separate computer and installing a PCI card in the host, has no effect
on the PCI slots in VPC.

There is no trial for VPC-Mac, only VPC Windows.

I will still need a Windows 98 CD, correct?

in VPC.
