Sounds like you are running VPC 2004 or VPC 2007 for Windows and not Mac.
If that is the case then VPC for Windows does NOT do USB.
What I did under Windows was take my VPC 2007 Windows 2000 disk image and
import it into the free VMWare Player for Windows. Then USB will work.
With the free player they do not give you the Windows Device Drivers for
video, networking, or sound but I got those drivers from the free VMWare
Server product. It's a pain and not as stable as I would like but at least
I can sync my smart phones (Palm and Windows Mobile) to a virtual machine.

If you are running a Vista host then you are in the wrong newsgroup. This
newsgroup is for VPC6 and 7 running on PPC Apple Macs. The VPC 2007 for
Windows newsgroup is at microsoft.public.virtualpc. Just so you know,
unlike VPC on a Mac, VPC 2007 on a Windows machine does not support usb
ports at all. Such usb devices as keyboards and mice are seen in a virtual
machine as PS/2 devices but other usb devices will not work.
