I have VPC 5.04. In the past it was possible to purchase an upgrade.
However, I now cannot find this option. Does it no lnger exist so that
to run VPC 7 I need to buy the whole program? If it is available, can
aomeone please tell me where to find it.

I don't know about that particular upgrade option, but often upgrades
from versions older than the direct previous one are time-limited
specials. Of course, now that Microsoft have killed off Virtual PC they
may not be advertising anything about it at all and any stock you find
is simply left-overs.

Also, it depends on why you're trying to upgrade - Virtual PC will not
work on new Intel Macs, so if you've just upgraded your computer to a
new one you're wasting your time and money trying to upgrade it.
Instead you need to use Boot Camp, Parallels Desktop or VMWare.

It looks like VPC 7 can only be purchased within Office 2004 Pro.

Have a look at your local CraigsList Computer and on eBay for just the
VPC 7  package.
I recently got a complete VPC7 / WinXP Pro package ay a very good price
(C$70) from an Office 2004 Pro purchaser who didn't realize VPC wouldn't
run on his new Intel Mac.  

I see a VPC 7 Upgrade package FS on eBay:

You can also try http://www.hardcoremac.com although they tend to be
over-priced.
