I picked up a copy of Parallels with the intention of using my VPC XP
install with it (my VPC software has been retired for years). I've
torn through 100 boxes and I can't find my disks or licenses -- but I
did find a DVD with a backup of my .vpc6 drive image from when I was
using VPC.
Question 1: is it possible to open and/or convert this image without
VPC installed?
Question 2: if I manage to do that, can I clone it to a Parallels image
and get up and running that way?

Question 1 ---> question is irrelevant. It's not legally permitted as
per your EULA

You can stop your frantic hunting right now. Neither Parallels nor
Bootcamp will work with the OEM version of XP or 2000 that's in VPC.
Nor can it be made to work.
Nor can you legally to try and make it work. The OEM license included
with that version of XP or 2000 allows it only to be used with VPC. The
price for VPC with an OS was cheaper than buying VPC stand-alone and a
commercial copy of the OS.
So, hop on down to your favorite CompUSA or Frys or whereever and buy a
commercial copy of the OS you want. VPC's won't work and legally you
can't use it.

parallels transporter will convert the vpc image to a parallels image.

However you need to run Parallels Transporter on your VPC/Win system,
for which you need to run that VPC backup on a pre Intel Mac.
