Will microstation work with virtural pc?

A CAD workstation app like BM would not likely work in VPC. If the graphics
requirements didn't do you in the memory intensive nature of the program
certainly would. VPC provides a Pentium II or III level system that runs
about one third of the speed of the host PPC computer. It is much better
suited to office productivity apps like Office for those needing to use
Windows apps from work but prefer a Mac for personal use.

Most likely yes, but very slowly.
I've put AutoCAD LT and other Windows CAD like things on VPC for us in
file translating and cleaning up translations. OK for that. But to
actually do more than draw a few lines, you'll think you've gone back in
time about 20 years. And got handed a slow machine to boot.
