I have Windows XP running on Virtual PC 7.0.2. My Mac OS is OS-X
10.3.9. I simply cannot seem to connect to my HP Deskjet 5740 from VPC
programs, e.g. Quicken, but can easily connect from normal Mac
programs. Appreciate help here.

Have you installed the extensions that allow you to do that.
There is a program you have to install in your windows installation which
allows for things like drag and drop file copying and seemless mouse
movement between osx and the virtual PC. It should also allow you to print
directly from you VPC session to your printer.

Take a look at Bonjour from Apple. It might help your situation. It's free.

In the VPC menu bar, click on PC/PC Settings. Make sure Printing is set
to 'Default Mac Printer'. Make sure the printer is set as the default
printer on the Mac side. Then try printing using the VM Additions
printer. If you still cannot print, set up an emulated printer
following the steps in the kb article below:
