Vpc7 on G4 powerbook

Hello all, I am stumped by this problem:
Powerbook 1.5 Ghz, G4, 512M, OS 10.4.6
Vpc7 seems to load, goes through the installation process up till the
computer is restarted, then I get a message-
"You must be logged as an administrator to compleat the virtual pc
installation",
"please log in using an administrator user account and run the virtual
pc application again"
1) I am using an administrator account
2) even if I quit and login again as an administrator, I get the same
message.

Help!, what can I do to get this to work?

As reported before in this newsgroup, do not restart as the
instructions state. In the readme file, it does tell you NOT to
restart. The Window in the background will automatically advance to
'Step 2.....customizing Virtual PC'
