Thank you Mr. Power for your suggestion. I rebooted with the Shift key held
down until the login screen appeared with "Safe Boot" in red. I repeated the
installation with the Shift key held down through each reboot. I got as far
as the screen appeared with the three options for loading Windows. That that
point the message "You must be logged in as an administrator to complete the
Virtual PC installation" appeared.
I have instructions for logging on as a "Root User", if you think that might
help. Unfortunately, I have not used UNIX/Linux about two decades and would
prefer to try other options first.
Any other ideas?

Close ALL applications. Go to Applications/Utilities/Disk Utility.
Click on your hard disk and select 'Repair Disk Permissions'

Repairing Disk Permissions solved the problem. I completed loading VPC and
Windows 2000. I also loaded the software I wanted to run and moved a text
file from OS X to Windows 2000 and successfully uploaded it. All went
without a problem. Windows runs a bit slower than my 20th Century vintage PC
which is understandable because it is loaded on a 12'' IBook. It is fast
enough for me.

Just for the record, my permissions were set at drwxrwxr-x and Disk Utility
changed them to drwxrwxr-t.
