Nothing to Install Error

Hello,

I'm running Mac OS 10.4.5 on a Mac Mini G4 1.42 GHz with 1 gig of Ram.
I have 16 Gig of free space on this hard drive.  The hard drive is one
partition.

I'm trying to install Virtual PC 7 on this Mac, and when I get to the
install screen where I can choose either a custom install, or a Easy
Install I can't install either.  If I choose Easy Install I get an
error message that says there is nothing to install.  If I try and do
custom I can't put a checkmark in any of the boxes.

I have tried to restart my machine, I'm logged in as the Administrator,
and yet I continue to get this error message.

Any help would be appreciated.

When looking at the Installer log this is what is posted:
Feb 24 08:00:31 denise-whites-mac-mini : Package Authoring Warning:
Install Virtual PC.mpkg authorization level is NoAuthorization but was
promoted to RootAuthorization for compatibility, ensure authorization
level is sufficient to install.

Feb 24 08:00:46 denise-whites-mac-mini : Package Authoring Error:
Infinite loop between <choice> attributes and mixed state aborted.

Feb 24 08:01:06 denise-whites-mac-mini : Cannot install.  There is
nothing to install

Feb 24 08:27:04 denise-whites-mac-mini : Cannot install.  There is
nothing to install

Feb 24 08:27:23 denise-whites-mac-mini : Cannot install.  There is
nothing to install

There is some sort of corruption in the VPC installer. Go to the CD
drive and open the Manuals and Tools folder. Click on 'uninstall
Virtual PC' and remove it. Reboot your Mac and then go through the
installation.
