You don't need to get Windows to connect to the Internet with a modem.
Once your Mac is connected, you can simply use Shared Networking and
XP will "share" the Mac's connection.

Downloading SP2 with a dialup modem connection speed will be
excruciatingly slowwwwww. Try contacting a friend with a high speed
connection and download it to a CD........ the download site for the
file itself is:
