How do I make windowsXP faster?

On my old mac dv (g3, 400mhz 9.2.2/10.3.8, 256 ram, 13gb drive) when I look
at windowsXP system it states my windowsXP system is running at 395mhz. When
I look at my new ibook (g4, 1000mhz, 9.2.2/10.3.8, 512mb, 30gb drive)
virtual machine system it states its only running at 295mhz.

How can my old g3 be faster than my newer g4 and is there any way to get it
to run faster?

The speed reported by Windows doesn't reflect much in the actual
performance.  If you look back a few threads, you'll see a discussion
of this.
