When you shut down vpc, you are saving the current state of your virtual
machine (some windows os i imagine). There are temp files created that are
accumulating. When you actually 'turn of computer' in the windows os these
files should be deleted. But not when you 'save state'. Try running 'disk
cleanup' (accessories/system tools/ i think) this should clear up these files
and bring the size down.

No, the only way to decrease a VMs disk size is to use one of the
compaction methods, Ghost to a new disk image, or defrag, zero, and
compact.
Disk Cleanup will remove extra files and free up space inside the
virtual disk, but it will not affect the size of the disk on the Mac.
