Great, I get to pay $35 to ask an f'ing ? about an $80 product! What a
wonderful company, it's no wonder Bill Gates is the wealthyest in the
country, he gets to charge us coming and going.

Hi Rebecca,
No worries. You will not have to pay for tech support on this issue.
Installation and upgrading issues are ALWAYS free at Microsoft. Call and
they will walk you right thru the upgrade.

I'm not sure that's true for VPC7. The VPC6 support area says that
installation and upgrade issues are free, but this isn't mentioned in
the VPC7 area.

No. Microsoft support policy is that "Can't install" questions are ALWAYS
free. If the automated system charges your credit card, the technician will
reverse the charge when you speak to them.
Now: I had a similar experience to yours when I mistakenly removed the
first CD before I was told to. I solved that by:
1) Delete everything named Virtual PC from your hard drive (except, of
course, the old one you want to upgrade)
2) Start the installation again
3) This time, leave the first CD in the drive and let it reboot
4) You may never need the second CD. If you do, it will explicitly ask for
it.
