The whole idea with defining a starting application is that you do
*not* see the Terminal server desktop (and thus: no Start menu or
Taskbar).
The only workaround to get what you want is to *not* define a
starting application. That will give you a full desktop session on
the server (with the Start menu and Taskbar). Then put a shortcut
to Outlook in your Startup folder on the server.

Thanks Vera - I kind of figured Remote Desktop Connection worked that
way by design. Just wanted to be sure where was no shortcut to reveal
the task bar.
