where to start openal development ? Does anyhing it need to be

Yes, from there I found a link to http://developer.creative.com and a
mac installer,
but it is dated 2004, will it still work ?

OSX 10.4+ ship with an Apple implementation of OpenAL, you don't need
the installer on the creative site.
If you need OSX 10.3 compatibility you can download the SVN head version
and build with XCode a universal binary of the apple framework.
I suggest you to do so 'cause there is a bug in the stream loop handling
that occurs with multiple sources playing in the OSX 10.4 shipped
version that is fixed in the SVN head version.
You'll find in openal.org info about the openal SVN tree.

You need to be more specific.
(1) What version of Mac OS X and what version of Xcode are you dealing
with? Mac OS X 10.4 and later include OpenAL so you don't need any
additional packages to use it.
(2) What are you thinking of building in OpenAL? That will probably
affect the help people can offer you.
(3) What development background do you have, in general and on the Mac
specifically. That too will probably affect the help people can offer
you.
In general, these days I wouldn't bother targeting an operating system
earlier than Mac OS X 10.4 (which was released in April 2005, and is
the minimum OS on all Intel-based Macs). For many kinds of new
applications, I wouldn't even bother targeting operating systems
earlier than the latest, Mac OS X 10.5, because a *lot* of users have
upgraded already (the kinds of users who will buy new applications) and
it has some pretty huge advantages for developers -- Xcode 3, Interface
Builder 3, Objective-C 2.0 with garbage collection, Core Animation, and
so on.
