It's an undocumented, unsupported framework, so there is no
documentation or other support from Apple. It's possible that someone
has reverse-engineered it and worked out how to use it. You can use
Google as well as anyone to try and find them.

Not to mention that it isn't guaranteed to be installed on any given
customer's machine (since it original was part of some of the
performance tools that would only be installed when developer tools were
installed), it has changed between OS versions, and may well not exist
in Leopard.
Even if you disregard the whole "private" part, not being able to rely
on it existing on a customer's machine should be a pretty big detriment
to shipping a pro0duct that uses it...
