Real-time Stock Ticker Question

Hello,

I need some assistance.  Please understand I'm not asking for specific
details (though they are helpful) but rather, I just need some general
considerations.

I've been engaged to redesign a stock-ticker to look like whatever I
need it to look like.  That's actually my job really-- I'm a designer,
not a programmer.

Is stock information publicly available as a stream of "raw data"
through some server somewhere?  That way I do not have to use a 3rd
party ticker like "Yahoo" or "E-trade".

I will have a programmer to take this "data stream" and dress it up
nicely with our company's visual graphics style, but I need to know
what kind of programmer can do this and what progams & languages he'll
need to know.

Eventually the whole package will be available on the web.  So I guess
what I'm asking is, how do I construct my own stock ticker from
scratch?

Any help would be appreciated.

So you need to design a web page with a custom stock ticker?

In that case your programmer would be in charge of 'mining' your data
service and turning the data into an (X)HTML DOM. He'd probably have to
know about JavaScript and SOAP.

Your job would be to specify the structure of the (X)HTML for your stock
ticker and to style it using CSS. (Never let a programmer style
anything!)

You could do it all in Flash too, if you wanted to. It's more
heavyweight, but less dependend on the browser's capabilities.

Does this sound familiar?

Thank you very much for your help.  I've been able to locate many
resources to familiarize myself with the process.  Up until this point,
I had no idea what to type into Google for info!
