Go to File > Get Info (or File > Show Info). Uncheck the "Locked" button.
Also, click the "Ownership & Permissions" button and make sure it's set to
"You can: Read & Write". Then drag it to the Trash. Hold down the
Option/Alt key when you select "Empty Trash" from the Finder menu, and the
file should delete.
