When I get .pptx files in emails I cannot open them. I can see them in quick view. When I try to open them it sends me to a microsoft web site that wants me to download 2004 - which I have.

In PowerPoint, use Help > Check for updates. You should apply all
updates in succession until there are no more updates to install. One of
the updates will allow Office 2004 to open the new file format.
You can also manually download the updates from the Microsoft web site,
but be sure to apply the right ones in order if you do that.

IIRC, the 11.5.0 update enabled menus access to opening OXML files if the
converter is installed, but I don't believe the Converter was actually
supplied by way of AutoUpdate... I think you have to download it separately:
