Scales won't work

I am having no end to problems with MS software.

In this case, I am trying to add a chart with 2 percentage values -
a  64%
b  62%

It shows the scales as 61-64.

What I am trying to do is have the scale from 0-100 and it won't let me.

No matter what I do, it reverts back to:
min .61
max .64
major unit .04

I keep trying to set the scale to:
min 0
max 1
major unit .02

and when I save it, it reverts back to the original.

I tried:
min 0
max .99
major unit .02

same result.  But when I tried:

min 0
max 100
major unit 20

It gave me:

0 - 100000

What is the problem with Power point?  It works fine in Excel with my
numbers.

Nevermind,

I figured out what it was doing.  It wasn't clear that when you checked the
box, it was going to figure it out itself.  There is the word auto there,
but it looks more like the checkbox was for what you want to see, such as
Major Gridlines.  If you don't check it, you won't see it.  But the checkbox
really means whether you want the program to figure it out or not.
