Not sure what you mean here. As I said when I go into the Format >
Slide Background Dialogue there is no way for me to access the image
file. All it shows is a thumbnail. The file's obviously not embedded on
the slide itself or I would have been able to select it and copy it to
the clipboard etc. I can't access this file anywhere from within
PowerPoint it seems.
Can you clarify?

In the presentation, create a new slide with the background you want and
nothing else on it (or clear the existing slide). Then, go to File > Save
As. Choose to save the file as a JPEG. Then, click the "Options" button.
Under "Save slides as graphics files", click the radio button for "Save
current slide only". You may also want to increase the image size or DPI;
the file size will become larger, but the quality of the image will be
better. Then, click OK, and save the file. You should then have the
background saved as an image file.
