Sure, it's easy.
In Outlook, Export (I think it's under File) -- it'll offer you several
options I think. As Mail can only import "Mailboxes" that's what you
want to export.
In Mail, do the opposite; import the file you just created (exported)
For your contacts, you'll have to import them into Address Book, and I
can't recall if Outlook lets you export just contacts. I think you can,
but first you must be in the contact list/address book, and then Export
should be available.

To import the email, use the Import Mailboxes command from Mail's File
menu. Outlook Express is among the options listed.
