I am running Outlook Express 5.0.6 in OS 9.2. I recently set up a
local ethernet network to transfer files and, at that time, Outlook
appeared to reinstall itself.  There is a file in the OE users folder
named Messages that has 250MB of data, which I assume are my old
messages. How do I access this file?

You should make sure that there is only one Identities folder on your target
machine and that the Messages and Database files that contain your data
reside in the following location...

Mac HD:Documents:Microsoft User Data:Identities:[your Identity]:

If the files are valid, they should allow you to access your old messages
and address book data when you next launch OE.
