URLs in OE

When one user running Panther and using Apple Mail sends and e-mail with
a long URL link included to another user running OS 9.2.2 and using
Outlook Express, three characters in the middle of that URL are missing.
Nothing is missing in the original e-mail sent on the original Mac. Any
ideas?

What three characters? Any chance there's an ampersand (&) involved?
