Since I have been getting this message when trying to close the program, I
am unable to send any mail. I have been receiving mail, but cannot send.

Any suggestions??

It's because you must have a message in the Outbox that cannot be sent.
This could occur because the message contains a large attachment, or because
OE is taking too long to contact the necessary SMTP server.

I would try deleting and recomposing the message(s) in the Outbox, and
reconfiguring all settings within Tools > Accounts > Mail.
