My outgoing mail server requires authentication.
I checked the option to authenticate, but outlook express
is still unable to send email.
the logs on the server show that outlook express is NOT
sending authentication information even though the option
is checked.
funny thing is there is another account configured in
outlook express and that one works properly.
I deleted this account and recreated it and it still
doesn't work.

Does the functioning account use the same SMTP server in order to send mail?
Personally, I would kill the following file...
Mac HD:Documents:Microsoft User Data:Identities:[your Identity]:Preferences
...and then relaunch OE and reconfigure all accounts that were previously
listed in Tools > Accounts.

We got around the problem by setting the outgoing mail
server to the SMTP server of the dsl provider which is not
requiring authentication.
