Is there anyway to bounce spam in OE? and what does 'burst' mean in the
rules?

You can't directly bounce spam, but then this wouldn't be very effective
anyway as any spammer worth his salt (ignore the oxymoron) would not use an
e-mail address that he then checks for new mail afterwards.

You are better advised to set up suitable filters to mark spam for deletion,
and leave it at that.

"Burst" is nowhere near as dramatic (or useful) as it sounds.  This feature
just expands digest mails that contain a collection of messages into
individual messages.  If you don't subscribe to any mailing lists, this
feature will not apply to you.
