Can't add a Rule

I'm using OE 5.0.6, with a G3, OS 9.2.1. I previously used Eudora, and
imported emails, address book, etc. into OE. When I try to add a Rule to OE
(for keeping Spammers away), by going to Tools: Rules, the Add Criterion is
greyed out. I tried to remove my Identity in Documents: Microsoft User Data,
but that makes me start all over and import my emails again. I tried just
removing the Rules portion of my Identity, but that didn't improve it.
Any ideas?

I would first compact the database...

...and then try again to move the Rules and Preferences files out of your
current Identity folder to see if that fixes it.  Note that doing this will
require you to reconfigure your mail accounts settings in the Tools >
Accounts window.
