I have a mailing list that I keep alphabetized to avoid double
entries.  I can't figure out how to do this in Outlook Express.  It
seems to only let me add a new email to the group at the END of the
list, and has no command to let me alphabetize the list.  Help!  Am I
missing something here?

Manually;
In the Address Book,
Add a sorting code to the "Dept" part of each edited address, such as
"mailing list".
Then View>Columns, check "Department",
and sort by that (clicking the "Department" heading),
they will be sorted by Last Name, in each "Dept",
with Groups first, (or last if you click twice).
Select all the names in the "Dept" you want.
Freshly drag them to the mailing list Group, delete earlier entries to the
group (or get rid of them first).

Easier way;
Search for an AppleScript "Group Sort" from Paul Berkowitz.
