Error Message when starting Outlook Express

I am currently using an IMac OS 9.2.  Outlook Express came
installed on the computer, version 5.0.6.  I've never had
any problems with it, but when i started it the other day
it came up with this error message: "Cannot read OE rules
file. Rules file appears corrupt"  What does this mean?  
Is it a programming error?  Any advice on how to fix this
would be greatly appreciated thank you.
