How do I permanently and completely remove Microsoft Outlook from my PC?  In
the add/remove Windows components -- if that's the place I should be looking
-- I do not understand how a check-mark in box both adds and/or removes the
feature, especially since the feature stays in the list and does not go away.

Then you are in the wrong group.
(notice the name of the group?),
this has long been discontinued for the Mac.

You might have better luck on a non-Mac newsgroup...
Such as;
<microsoft.public.windows.inetexplorer.ie6_outlookexpress>
