I have 45 messages in my Outbox. Outlook Express is unable to send them
because they all still have my old email address on them and my new ISP
refuses to send them because of it.

I went in and created a new account for my new ISP. I then made the new
account my default account. Finally, I deleted the old account. However, the
emails still are labeled with the old email address. Is there a quick way to
change the outgoing email address on all of these?

Via an AppleScript, possibly, yes, but as you only have a few, it might be
easier to do it by hand, 1 by 1 (just right down the steps, to make it
easier to repeat).
Apple O (Open), click From, scroll to new Account, send later (to check in
the outbox, when showing Account in Columns, under View menu).
