Outlook Express Error since Windows Update April 2007

Windows Update recently automatically installed security updates KB930178,
KB931261, KB931784, KB932168. Since then I have a problem with Outlook
Express. I run Windows XP and Norton Internet Security 2006. Under XP I have
a number of accounts. When I turn on the PC and log-in to an account Outlook
Express (OE) works fine. However if another account then tries to use OE it
fails with error "Protocol POP3, Port. 110, Secure (SSL): No, Socket Error:
10061, Error Number: 0x800CCC0E". If I turn off and re-start the PC then OE
works for the first user but fails for the next.

Any help appreciated

This is a mac(intosh) group, you might get more help in the relevant windows
group.

This is the first time I have used this facility and obviously I have done
something wrong. Could you be a bit more specific please or could someone
else tell me how to post this msg in the correct group.
