My partner gets a lot of adult spam mail in his Inbox and I can set up Mesage
Rules to delete them if they contain certain words in the Subject or Message,
but I cannot make a Rule and select don't dowload from server, as the Rule
doesn't work.  Why is this?

Where do U see such a rule? I think all U can do is have OE make an
offending msg not show up, but you can't make the server toss it.

One of the options when making a Rule is "Don't download from server"!

Firstly, do not use the Preview pane whilst online, just selecting a file to
delete will send a message back to their server, then you'll get more...

If it is the images that are a problem, you could restrict the first
connection to only retrieve the first few KB of a message, (Tools menu,
Accounts, Options tab) then whilst off-line, mark them (click, pop-up menu)
for deletion from your server. The messages you do want, can be marked to
download next time.
